DefaultTempDir() in unix/tclUnixFCmd.c will only process TMPDIR if it is *NOT* writable. This is because it fails to correctly handle the return value from access().
The two calls to access() in this function are:
access(dir, W_OK)
and should be:
access(dir, W_OK) == 0
Patch attached in first update.
