The TclSetupEnv routine now uses this API to create an env array w/ no elements. * generic/tclEnv.c: * generic/tclWinInit.h: * generic/tclUnixInit.h: * generic/tclInt.h: Made the Env module I18N compliant. Changed the FindVariable routine to TclpFindVariable, that now does a case insensitive string comparison on Windows, and not on UNIX. [Bug: 1299, 1500] (user: surles size: 18465)
