Comment:Remove FossilUserPerms::Query, as it's unused and its designated capabilities letter 'q' collides with ModTkt. It's been there since 2011-09-14 but went unnoticed until today when that struct was emacs-macro-reformatted into libfossil and triggered a duplicate case value for the letter 'q'.
