Overview
Comment:Restore the --comfmtflags and --comment-format global command-line options to prevent breaking legacy scripts that use them. But leave them undocumented and marked as deprecated. Omit the "comment.test" test file, since it no longer works after syntax improvements in the test-comment-format command and was not actually helping to make the product better.
