The reason there's two sorts of changes in the org file is because emacs org doesn't understand environment variables, however it does understand what ~ means.Everywhere else gets the generic ${HOME} that will work under Linux and any of the BSD-like systems. I haven't ever tried this under WSL/WSL2, though it should be fine there.
