This event is only for test-purposes, demonstrating that the C-card in event artifacts are optional. Even when doing a "fossil rebuild" using fossil version 1.22, this events displays fine. Of course, making the Timeline Comment non-empty would be better. But nothing in Fossil prevents leaving this line empty, so the C-card could as well be left out.
