Defines the standard for G1 rules (any, i.e. BNF and quantified)
* Multiple settings are possible.
* Usage is ordered.
* IOW each setting applies only to the rules coming after it in the grammar.
Allowed adverbs:
* action - Global __parse__ action to perform. Specific actions can be declared at each rule.
* bless (Note: irrelevant to the Tcl binding. Usage causes a warning).
Note: Unspecified adverbs revert to the implicit default.
The implicit (and initial) default of __action__ is "__[values]__".
